The Appropriation Bill, which entitles the Centre to Rs 45 lakh crore of spending for the next financial year, is passed in the Lok Sabha within nine minutes. Prime Minister Narendra Modi, defence minister Rajnath Singh, and other ministers were present in the session.
Opposition Reacts
The bill was passed amidst a huge commotion without any discussion in the House. To show their disapproval against it, the members of the opposition cried out slogans of “Modi-Adani Bhai Bhai". They charged into the Well of the House to bring the 'JPC on Adani' issue to the notice of the House.
The Speaker's Responses
Without any discussion, the Demands for Grants were passed through a voice vote. Lok Sabha Speaker Om Birla stated, " In relation to Demands for Grants, several cut motions have been received. Due to lack of time, I consider all the proposals as presented.” In reply to RSP’s N K Premachandran's supplementary question regarding the Finance Bill, he has assured that the matter will be taken up on Friday.
Other Matters
The likely introduction of the Finance Bill in the Lok Sabha is being met with objections from the opposition leaders. The Finance Bill was added to Thursday's supplementary list of business hours before the House convened to pass the Appropriation Bill. Signs of the Parliament being adjourned indefinitely after this can be seen.
The Stats
The total expenditure for the current financial year was estimated at Rs 41.8 lakh crore. It shall be noted that the total expenditure of 2022-2023 exceeded its previous year(2021-2022) by Rs 3.9 lakh crore. The Budget papers indicate that the total expenditure in 2023-24 is estimated at Rs 45 lakh crore, out of which Rs 10 lakh crore is set aside for capital expenditure. An increase of 30.1% from the current financial year ending March 31, 2023, can be observed in the effective capital expenditure, which has been estimated at Rs 13.7 lakh crore in 2023-24.
