Lok Sabha Speaker Om Birla has accepted the notice for a no-confidence motion against Prime Minister Narendra Modi's government, as submitted by the Opposition Indian National Developmental Inclusive Alliance (INDIA). The notice was presented by Congress lawmaker Gaurav Gogoi from Assam, seeking a response from PM Modi on various issues, including the recent Manipur violence.
As per the rules, any no-confidence notice submitted before 10 am must be taken up for discussion on the same day. However, despite the acceptance of the motion, sources suggest that it is unlikely to be discussed in the Lok Sabha on Wednesday.
The no-confidence motion was proposed after Parliament faced disruptions and acrimony, and the Bharatiya Janata Party (BJP) refused to comply with the Opposition's demand for PM Modi to address the Manipur issue.
Union Home Minister Amit Shah made an attempt to break the deadlock on Tuesday by offering a discussion on the situation in Manipur, but the INDIA parties decided to move ahead with the no-confidence motion.
The Modi government currently enjoys the support of at least 332 lawmakers in the Lok Sabha, making it impervious to any threat posed by the no-confidence motion.
To move a no-confidence motion, at least 50 lawmakers' signatures are mandatory under Lok Sabha rules. The Congress issued a three-line whip to its lawmakers to be present on the day of the motion.
Under Rule 198 (1) of the Lok Sabha, a member must seek leave from the Speaker to make the motion. If granted, the Speaker will allocate a day or days for the discussion of the motion.
Notably, the last no-confidence motion against the Modi government was defeated in 2018.
