Tribal Affairs Minister Introduces Bill

Tribal Affairs Minister Arjun Munda presented the Constitution (Scheduled Tribes) Order (Third Amendment) Bill, 2022, in the Rajya Sabha today. The bill, which had already been passed by the Lok Sabha last year, seeks to amend the Constitution (Scheduled Tribes) Order, 1950, with a specific focus on Himachal Pradesh.

The Constitution (Scheduled Tribes) Order, 1950, delineates the tribal communities that are categorized as Scheduled Tribes in different states and union territories. Through the proposed amendment, the bill aims to include the Hattee community residing in the Trans Giri area of Sirmour district, Himachal Pradesh, into the list of Scheduled Tribes.

The Constitution (Scheduled Tribes) Order (Third Amendment) Bill, 2022, introduced in the Rajya Sabha by Tribal Affairs Minister Arjun Munda, aims to include the Hattee community in the list of Scheduled Tribes in Himachal Pradesh.
Replying to the debate on the Bill, Tribal Affairs Minister Arjun Munda said the Bill seeks to provide justice and facilities to those who have been deprived for years.

Being recognized as a Scheduled Tribe can open up avenues for better educational opportunities, healthcare facilities, and overall development prospects for the Hattee community.

The Hattee community has a rich cultural heritage, and their inclusion in the Scheduled Tribes list would help preserve and promote their unique customs, traditions, and way of life. This step is a reflection of the government's commitment to ensuring the preservation of indigenous cultures and empowering vulnerable sections of society.

With its presentation in the Rajya Sabha today, the bill will now undergo further scrutiny and debates before it can be enacted into law.

Members of the Rajya Sabha, cutting across party lines, have expressed their support for the inclusion of the Hattee community in the Scheduled Tribes list. They believe that such measures are crucial in fostering social inclusivity and addressing historical injustices faced by tribal communities in Himachal Pradesh.
