The Delhi Directorate
of Vigilance has fired Bibhav Kumar, the personal secretary of Arvind Kejriwal,
the chief minister who is incarcerated at the moment. The order for his removal
was made by Special Secretary of Vigilance and YVVJ Raj shekhar, citing a case
in which he was involved in 2007.
The ruling states that, effective immediately, Bibhav Kumar's engagement is terminated by the Competent Authority in compliance with the terms of Rule 5 of the Central Civil Services (Temporary Service) Rules, 1965.
As per the direction, Mahesh Pal, a government employee, accused Bibhav Kumar of insulting him and impeding his ability to do his tasks.

A letter dated 29.04.23 (Page 76/C) from the Station House Officer of the Noida Police Station, Sector-20, states that on January 25, 2007, Sh. Mahesh Pal, who was stationed at the Development Authority in Sector 6, Noida, submitted the First Information Report (FIR) No. 102/2007. According to the ruling, Sh. Rajeev Kwnar, S'o Sh. Ram Kewal, and Sh. Bibhay Kumar, S/o Sh. Maheshwar Roy, were accused of abusing or threatening the complainant, a public officer, and of impeding him from carrying out his duties. The Indian Penal Code, specifically Sections 353/504/506, was invoked to bring the accusations.
Before ministerial personal staff hired non-government personnel, the directive required them to undertake background checks and character assessments.
It continued by stating that Bibhav Kumar's trial is ongoing in the evidentiary phase and that he is still lacking in vigilance.
The Delhi excise policy issue is being investigated for alleged money laundering, and as part of that enquiry, the Enforcement Directorate (ED) questioned Bibhav Kumar earlier this week. HT was told, according to people with knowledge, that Kumar had been questioned to get further information about some documents pertaining to the excise enquiry.
The agency has also detained Delhi Chief Minister Arvind Kejriwal in a similar probe.
The agency claims that while Arvind Kejriwal was Delhi's chief minister, he engaged in money laundering activities.
Arvind Kejriwal has petitioned the Supreme Court to review his imprisonment after the Delhi High Court upheld the Enforcement Directorate's action.
