Army Chief General Upendra Dwivedi criticized Pakistan for fostering terrorism and highlighted ongoing infiltration attempts in Jammu and Kashmir. He called the LAC situation with China "sensitive but stable," ruled out troop reductions for winter, and reaffirmed India's robust military posture.

General Upendra Dwivedi, Chief of the Indian Army, has condemned Pakistan as the "epicentre of terrorism," citing its role in orchestrating infiltration and violence in Jammu and Kashmir. Speaking ahead of Army Day, he highlighted that 80% of active terrorists in the region are of Pakistani origin, emphasizing continued attempts at infiltration despite a 2021 ceasefire holding up.
General Dwivedi noted a shift in Jammu and Kashmir from "terrorism to tourism," with overall violence under control despite recent attacks in North Kashmir and the Doda-Kishtwar belt. Emergency procurement powers have been granted to the Army for counter-terror operations.
On the situation with China along the Line of Actual Control (LAC), the Army Chief described it as "sensitive but stable," with progress made in resolving standoffs at Depsang and Demchok. However, no troop reductions are planned during the winter, with deployment levels to be reviewed before summer, contingent on trust-building and diplomatic outcomes.
Dwivedi stressed the importance of evolving a broader understanding with China to mitigate potential face-offs and avoid escalations. Measures such as empowering core commanders to resolve minor disputes have been implemented. He added that the Army is prepared for any eventualities, maintaining a "balanced and robust" presence along the LAC.
