Launched in collaboration with the Union Health Ministry and the World Bank in 2017, the annual health index assesses the performance of states and union territories through a weighted composite score encompassing 24 health indicators. While the eagerly awaited fifth health index report for 2020-21 is yet to be officially released, the NITI Aayog has assured that it will be made public in due course.

The states of Kerala, Tamil Nadu, and Telangana have secured the top three positions in terms of overall performance among the larger states. Conversely, Bihar, Uttar Pradesh, and Madhya Pradesh find themselves at the bottom of the list. Rajasthan, Uttarakhand, and Odisha showcased remarkable progress in terms of incremental performance from 2019-20 to 2020-21.

Among the smaller states, Tripura emerged as the best performer, followed by Sikkim and Goa. On the other end of the spectrum, Arunachal Pradesh, Nagaland, and Manipur struggled to improve their health indices.

 

Lakshadweep claimed the top spot among the union territories, while Delhi ranked disappointingly last.

In the fourth health index report released on December 27, 2021, Kerala and Tamil Nadu were recognized as the overall top performers among larger states. Telangana, Uttar Pradesh, and Assam demonstrated the most significant progress in terms of annual incremental performance.

 

In the smaller states category, Mizoram, Tripura, and Sikkim took the lead, while Manipur, Arunachal Pradesh, and Nagaland found themselves at the bottom. Dadra and Nagar Haveli and Daman and Diu secured the top position among the union territories.

The health index evaluates states and union territories based on two key parameters: incremental performance and overall performance. The scores obtained from these evaluations determine the rankings.

 

The evaluation process includes a comprehensive assessment of health outcomes, governance and information, and key inputs/processes. These domains encompass various indicators such as neonatal mortality rate, immunization coverage, health infrastructure availability, and governance efficiency.
