Delhi Police Arrest Two ISI Agents, Uncover Sleeper Cell Network in Major Intelligence Operation

Delhi Police arrested two ISI agents, including a Nepali-origin operative, and dismantled a sleeper cell network as part of a covert operation. Classified military documents were recovered. The arrests follow similar crackdowns across India and come after Operation Sindoor, India’s military response to cross-border terrorism from Pakistan.

In a major breakthrough against cross-border espionage, Delhi Police, in collaboration with central intelligence agencies, arrested two ISI agents and dismantled a sleeper cell network operating in India. The arrests were part of a covert operation conducted between January and March 2025, culminating in the seizure of classified documents related to the Indian armed forces.

One of the arrested agents, identified as Ansarul Mian Ansari, is of Nepali origin. He was apprehended from a Delhi hotel while allegedly attempting to travel to Pakistan. During interrogation, Ansari revealed that he previously worked as a cab driver in Qatar, where he was recruited by an ISI handler. He was later taken to Pakistan and trained by top ISI officials before being sent to India via Nepal. His mission involved gathering confidential military data and sending it across the border.

Authorities recovered a trove of sensitive material, including digital copies of classified defence documents. Ansari’s arrest led to the capture of another operative in Ranchi, believed to be part of the same sleeper cell network.

Both individuals are now in Tihar Jail, and a formal chargesheet has been filed. The operation underscores the persistent threat posed by espionage networks backed by Pakistan’s intelligence services.

These developments follow the recent arrest of two ISIS-linked fugitives at Mumbai airport — Abdullah Faiyaz Shaikh and Talha Khan — wanted in a 2023 IED case. The pair were part of another sleeper cell that plotted terror activities in Pune.

This intensifying crackdown comes on the heels of Operation Sindoor, India's retaliatory military campaign against terror infrastructure in Pakistan and Pakistan-occupied Kashmir following the deadly Pahalgam terror attack.
