Former Medical Exam Body Chief Faces CBI Probe for Corruption Allegations

The Central Bureau of Investigation (CBI) has launched a probe into allegations of corruption and misconduct, targeting the former executive director of the National Board of Examination in Medical Sciences (NBEMS), Dr. Bipin Batra. The case revolves around claims of fund misappropriation and wrongful appointments within the organization.

The Central Bureau of Investigation (CBI) has launched a probe into allegations of corruption and misconduct, targeting the former executive director of the National Board of Examination in Medical Sciences (NBEMS), Dr. Bipin Batra. The case revolves around claims of fund misappropriation and wrongful appointments within the organization.

The CBI has officially registered a First Information Report (FIR) under various sections of the Indian Penal Code, including 120-B, 201, 409, 420, 468, and 471, alongside multiple sections of the Prevention of Corruption Act, 1988. These legal actions stem from alleged misuses and mismanagement of approximately Rs 50 crore.

One of the central allegations in the FIR is that Dr. Batra was illicitly appointed as the Assistant Controller of Examinations in 2003 despite not meeting the eligibility criteria for the position. Nevertheless, by 2010, he had risen to the prestigious post of Executive Director. The CBI's investigation has led to searches at various locations connected to Dr. Batra.

In a remarkable turn of events, the CBI has now uncovered the illicit rise of Dr. Batra within NBEMS over a seven-year period despite his apparent ineligibility for such a position. He allegedly controlled the organization's operations while being ineligible for the role. The FIR also mentions that a substantial portion of NBEMS records appears to be missing, deliberately removed, or tampered with, prompting the application of sections related to evidence tampering.

Dr. Batra's removal from the position of Executive Director in 2017 due to allegations of irregularities marked the beginning of this extensive investigation. NBEMS, which operates autonomously under the Central Ministry of Health, initiated the complaint that ultimately triggered CBI involvement. The inquiry's findings led to Dr. Batra's services being terminated in August 2018.

The CBI's FIR alleges that out of the 15 allegations against Dr. Batra, 10 have been substantiated, while three have been partially proven. The complaint emphasizes the alarming situation that persisted within NBEMS from November 2003 to August 2017, driven by the collusion, connivance, and complicity of several officers, including Dr. Bipin Batra. This situation led to significant harm to the organization's credibility and integrity.

The CBI's investigation into the corruption case against Dr. Bipin Batra and other officials is now underway, promising to shed more light on the events that transpired during his tenure at NBEMS. The case raises concerns about transparency, accountability, and the proper functioning of organizations in the medical examination sector.
