Supreme Court Criticises Manipur Government Over Violence

The Supreme Court expressed strong disapproval towards the Manipur government regarding the ongoing violence in the state, particularly the horrific incident where two Kuki women were paraded naked and sexually assaulted by a mob.
The court termed the incident "horrendous" and questioned the delay in registering an FIR, stating that it could not be seen as an isolated case.
During the hearing of a batch of petitions related to the violence in Manipur, the bench led by Chief Justice of India, DY Chandrachud, raised concerns about the police virtually handing over the victims to the rioting mob.
The court questioned the 14-day delay in registering the FIR after the incident came to light on May 4, stressing that there can be no justification for not filing a zero FIR immediately.
The court demanded the Manipur government to provide details on the number of 'zero FIRs' registered in the state amidst the ethnic violence and the progress of arrests made so far.
It emphasised the need for a comprehensive mechanism to prevent such incidents and suggested the establishment of a specialised team to address systemic violence.
Referring to the victims' statements about being handed over to the mob by the police, the court highlighted the incident as part of systemic violence, unlike the isolated nature of the 2012 Delhi gang rape and murder case (Nirbhaya case).
The court emphasised the necessity for a healing approach in Manipur to restore faith in the administration and proposed a court-appointed team with no political alignment to monitor the situation.
Solicitor General Tushar Mehta informed the bench that the Union of India had no objections if the Supreme Court oversees the investigation into the Manipur violence.
The Supreme Court's strong stance reflects its concern for the victims and its dedication to ensuring accountability and justice in the face of such heinous crimes. As the court delves deeper into the matter, the Manipur government will face scrutiny over its handling of the violence, with the court urging for concrete actions to prevent similar incidents in the future.
