Previously, the Supreme Court had instructed the Central government to develop a Standard Operating Procedure (SOP) and a national model to be adopted by all states and Union Territories. The aim of this initiative is to address menstrual hygiene management for young girls in schools.

The lack of access to affordable and hygienic sanitary pads has been a pressing issue for female students, often leading to absenteeism during menstruation, affecting their academic performance and overall well-being. By advocating for free sanitary pads and improved facilities, the plea strives to empower schoolgirls and ensure unimpeded access to education.
