The Monsoon Session of Parliament: A Battle of Agendas and Alliances

A meeting involving representatives from all
political parties has been scheduled to address the issues concerning the
efficient functioning of Parliament. The opposition is expected to bring forth
a diverse range of issues during the upcoming monsoon session.
In anticipation of the monsoon session of
Parliament that will commence on Thursday, the government has taken the
initiative to convene an all-party meeting on Wednesday afternoon. The main
objective of this meeting is to facilitate smooth functioning throughout the
session.
It will also provide the opposition parties with the opportunity to communicate various concerns they plan to address during the session with the government. At the same time, the government has also prepared its own legislative agenda to be presented during the session.
Issues to Be Addressed in The Monsoon Session:
The monsoon session of Parliament is expected to commence with the discussion and consideration of many important matters. One of them is the bill that proposes the replacement of the existing ordinance that concerns the control of services in Delhi. The Digital Personal Data Protection (DPDP) Bill 2023, which received approval from the Cabinet earlier this month, is likely to be introduced during the session.
The Congress party has held Parliamentary
Strategy Group meetings to formulate its strategy and approach in preparation
for the upcoming session. Party leader Jairam Ramesh has stated that they will
raise concerns regarding the situation in Manipur during the session. He said
that there is a need to address attacks on the federal structure by the central
government, particularly through the role of governors.
The issues to be raised also include the Balasore train tragedy, bringing the Goods and Services Tax Network (GSTN) under the purview of the Prevention of Money Laundering Act (PMLA), and the issue of inflation.
Ramesh also stated that the opposition parties
will continue to press their demand for a Joint Parliamentary Committee (JPC)
investigation into the Hindenburg-Adani controversy.
The monsoon session of Parliament, which is
scheduled to last until August 11, is set to commence in the historic old
Parliament building and has been planned to comprise a total of 17 sittings. To
encourage the constructive participation of all members, Parliamentary Affairs
Minister Pralhad Joshi has called upon all parties to contribute to meaningful
discussions on legislative affairs and other items on the agenda during the
session.
On one hand, the opposition parties gathered
for a unity meeting in Bengaluru on Tuesday, during which leaders from 26
opposition parties came together and agreed to establish a coalition named the
Indian National Developmental Inclusive Alliance (INDIA). This gathering in
Bengaluru marked the second such meeting, following the initial meeting held in
Patna.
Meanwhile, the National Democratic Alliance
(NDA), led by the Bharatiya Janata Party (BJP), also conducted a meeting, which
included Prime Minister Narendra Modi addressing the gathering.
