According to the New York Times, the United Nations Security Council conducted its inaugural session to address the potential risks posed by artificial intelligence to global peace and stability. During this meeting, UN Secretary-General Antonio Guterres urged the establishment of a fresh international organization to oversee the responsible use of AI.


The UN Secretary-General highlighted that as technology continues to unveil both its potential risks and advantages, the United Nations has a unique chance to establish universally agreed-upon guidelines for monitoring and regulating AI's use.


UK Foreign Secretary James Cleverly chaired the meeting and advocated that the international regulation of Artificial Intelligence (AI) should be based on principles that uphold freedom and democracy, respect human rights and the rule of law, prioritize security (including physical safety and the protection of property rights and privacy), and promote trustworthiness.


Guterres emphasized the need for the United Nations to develop a legally binding agreement by 2026 that bans the utilization of AI in autonomous weapons used in warfare.

In a tweet, Gutteres stated that he had urged the Security Council that day to address Artificial Intelligence with a sense of urgency, a global perspective, and a willingness to learn. He further emphasized the importance of collaborative efforts in establishing shared measures for transparency, accountability, and oversight of AI systems.


New York Times reported that, Russia disagreed with the majority opinion of the Council and expressed doubt regarding the extent of knowledge about the risks posed by Al, suggesting that it might not be a significant source of threats to global stability.


According to CNN,  Chinese Ambassador Zhang Jun stated that international laws and norms concerning Artificial Intelligence (AI) should be adaptable to allow nations the flexibility to create their own regulations at the national level. He also criticized certain "developed countries" without specifying names, accusing them of attempting to assert dominance in the field of AI and opposed such behaviors.  


CNN reported that Cleverly stated that Al could enhance or disrupt global stability, challenging defense assumptions and raising moral questions about accountability. He noted AI's potential to aid proliferation or help prevent it.

According to the New York Times, the UN Secretary-General emphasized the necessity of a UN watchdog acting as a governing body to oversee and enforce regulations regarding Artificial Intelligence (AI), similar to how other agencies handle areas like aviation, climate, and nuclear energy.


This proposed agency would be composed of experts in the AI field who could share their knowledge with governments and administrative bodies that might lack technical expertise in addressing AI-related threats.


Despite the majority of diplomats supporting the idea of a global governing mechanism and a set of international rules for AI, the prospect of a legally binding resolution on this matter remains distant, as reported by NYT.
