UNSC Ineffectiveness Highlighted by India's Persistent Reform Advocacy

In a renewed call for global reform, India's Permanent Representative to the United Nations, Ruchira Kamboj, reiterated India's stance during a UNSC Open Debate. Kamboj emphasized the growing ineffectiveness of the United Nations Security Council (UNSC), citing the ongoing Russia-Ukraine conflict as a prime example of the council's shortcomings.
In a renewed call for global reform, India's Permanent
Representative to the United Nations, Ruchira Kamboj, reiterated India's stance
during a UNSC Open Debate. Kamboj emphasized the growing ineffectiveness of the
United Nations Security Council (UNSC), citing the ongoing Russia-Ukraine
conflict as a prime example of the council's shortcomings.
She asserted that the international community has been
unable to find resolutions through the UNSC, primarily due to its core body's
ineffectiveness. Kamboj proposed comprehensive reforms to rebuild the
credibility of the UN and establish a New Orientation for Reformed Multilateralism, asserting that genuine solidarity hinges on trust.
Furthermore, Kamboj highlighted strong support from an
overwhelming majority of countries in the Global South for India's reform
proposals, including an expansion of the Security Council. She advocated for a
change in the direction of reformed multilateralism, aiming to foster more
inclusive international cooperation.
India's representative also underscored the importance of
bilateral negotiations in resolving disputes. She cited examples where such
discussions, alongside regional and sub-regional mechanisms, have effectively
produced mutually acceptable solutions.
Moreover, Kamboj expressed India's backing for
interactions between the UN and regional organizations, particularly in Africa.
She emphasized the need for peacekeeping forces to collaborate with regional
forces and the importance of building the capacities and capabilities of
potential regional partners.
Kamboj acknowledged Brazil's Presidency of the UNSC for
the month of October, emphasizing the ongoing commitment to pushing for UN
reforms.
India's call for reform in the UNSC is not new; the country has consistently stressed the necessity for such changes. The G20 Summit in New Delhi last year also raised the issue of UNSC reform, shedding light on multilateral institutions' inefficiency in dealing with emerging global challenges.

India has repeatedly urged the international community to
address the UNSC's ineffectiveness, particularly regarding the Russia-Ukraine
conflict, which has led to dire consequences, including rising prices of
essential commodities such as food, fuel, and fertilizers, impacting the Global
South member-states disproportionately.
Furthermore, the Foreign Ministers of the G4 countries—India, Brazil, Germany, and Japan—met during the 78th Session of the United Nations General Assembly in September to discuss negotiations for UN Security Council reform, recognizing the strain multilateralism currently faces due to a series of crises.
