Texas woman Cindy Rodriguez Singh has been arrested after fleeing to India following the alleged murder of her six-year-old son, Noel Alvarez. Missing since October 2022, Noel’s case led to Cindy being listed among the FBI’s Top 10 Most Wanted. She now faces capital murder and flight charges.

Cindy Rodriguez Singh, a Texas woman once listed among the FBI’s Top 10 Most Wanted Fugitives, has been arrested for the murder of her six-year-old son, Noel Alvarez. The Federal Bureau of Investigation confirmed her capture this week, nearly three years after the child was last seen.
Noel Alvarez was reported missing in March 2023, though he had not been seen since October 2022. During a welfare check by Everman Police, Cindy falsely claimed her son was in Mexico with his biological father. Just two days later, she fled the U.S. with her husband, Arshdeep Singh, and six of her children—excluding Noel—and boarded a flight to India, where she remained until her arrest.
Born in 1985 and originally from Dallas, Texas, Cindy stands approximately 5’1 to 5’3, weighs between 120 to 140 pounds, and has numerous tattoos on her arms and legs. Her sudden disappearance and fabricated story triggered a wide-scale investigation.
Cindy was placed on the FBI’s Top 10 Most Wanted list and became the fourth most wanted fugitive in the past seven months. The agency had issued a $250,000 reward for information leading to her capture. She is now expected to face charges of Unlawful Flight to Avoid Prosecution and Capital Murder of a child under 10, under Texas law.
The case has drawn significant public and media attention, especially due to the disturbing nature of the accusations and the lengthy international manhunt. Advocacy groups have expressed concern over the systemic failures that allowed Noel’s disappearance to go unnoticed for months.
