attacks attributed to Islamic State cells and sporadic clashes rooted in
sectarian tensions between Shia and Sunni Muslims. Moreover, rival militias,
along with their tribal and political allies, have engaged in deadly struggles
for dominance and control over lucrative networks, resulting in additional
casualties.
