Prime Minister
Narendra Modi is set to attend the Lok Sabha on August 10th to respond to the
no-confidence motion put forward by the Opposition against the NDA government,
as stated by Defence Minister Rajnath Singh on Wednesday. Singh informed the
Lower House that the Prime Minister will be present to address the
no-confidence motion just before the adjournment of the house.
It's important to
note that any Lok Sabha Member of Parliament, provided they have the backing of
50 fellow colleagues, holds the ability to present a motion of no-confidence
against the Council of Ministers at any given time. Following that, a
deliberation concerning the motion is carried out. Members of Parliament who
back the motion emphasize the deficiencies of the government, and the
representatives from the Treasury Benches address the concerns raised by them.
Subsequently, a voting process occurs, and if the motion secures success, it
compels the government to vacate their positions.
On July 26, the
opposition initiated a vote of no-confidence against the Modi administration, a
matter that was addressed by Lok Sabha Speaker Om Birla. Nevertheless, the Modi
government is poised to secure victory in the vote, owing to the majority held
by his Bharatiya Janata Party (BJP) and its allied parties within the Lok
Sabha. Significantly, the NDA possesses a substantial majority, comprising 331
Members of Parliament, out of which the BJP holds 303 seats, while the
collective representation of the Opposition bloc, I.N.D.I.A, amounts to 144.
Additionally, there are 70 MPs from unaligned parties in the Lower House.
This marks the
second instance where Prime Minister Narendra Modi is confronted with a vote of
no-confidence. The First such motion directed at the Modi administration
emerged in 2018, revolving around the issue of bestowing a special category
status upon Andhra Pradesh, ultimately resulting in its defeat. However, the
conversation regarding the motion unfolded on both August 8th and August 9th.
On Tuesday,
Congress Member of Parliament Gaurav Gogoi instigated the discussion on the
motion, which subsequently evolved into a contentious dispute between the
Opposition and the Central government.
Gaurav Gogoi had
three questions for the Prime Minister, first, why he hadn't visited Manipur
yet, considering that Rahul Gandhi, MPs from various parties including those
from the I.N.D.I.A bloc, the Union Home Minister, and the MOS Home had all made
visits. Second, Gogoi also inquired about the delay of 80 days before Modi's
statement on Manipur, which, when it finally came, lasted for only 30 seconds.
He further remarked that even after that brief statement, there was a lack of
sympathy or a call for peace from Modi. Gogoi noted that while ministers have
mentioned their intention to address the issue, their words don't hold the same
weight as those of the Prime Minister. Gaurav Gogoi raised his third question,
wondering why the Prime Minister had not yet removed the Chief Minister of Manipur.
He pointed out instances like the changes of Chief Ministers in Gujarat twice
for political reasons, multiple changes during Uttarakhand elections, and even
during the approaching elections in Tripura. He questioned the rationale behind
not taking similar action with the Manipur CM, especially when the CM himself
admitted to an intelligence failure under his leadership.
