Centre Introduces Delhi Services Bill In Lok Sabha

In a significant move, the Minister of State for Home, Nityanand Rai, tabled the Government of National Capital Territory of Delhi (Amendment) Bill, 2023, in the Lok Sabha on Tuesday. 

The bill, seeking to replace the existing ordinance to control services in Delhi, sparked a contentious debate among the lawmakers.

Amidst the bill's introduction, vocal opposition members, including Adhir Ranjan Chowdhury, NK Premachandran, and Shashi Tharoor, stood against its passing. They raised concerns about the extent of powers granted to the Central Government and its potential implications on Delhi's governance.

In response to the opposition's contentions, Home Minister Amit Shah staunchly defended the bill's necessity, emphasising that the Constitution gave the House the authority to pass any law about Delhi. Shah highlighted a recent Supreme Court judgement that clarified Parliament's prerogative to legislate on Delhi's matters. He accused the opposition parties of opposing the bill for political motives rather than a genuine assessment of its merits.

The central objective of the Government of National Capital Territory of Delhi (Amendment) Bill, 2023, is to empower the Central Government to make rules about the affairs of Delhi's administration. This includes defining the functions, terms, and other conditions of service of officers and employees in the capital.

Notably, the bill's introduction follows the promulgation of an ordinance on May 19 aimed at controlling services in Delhi. The ordinance came into effect shortly after a significant Supreme Court ruling.
