Delhi LG Orders Strict Enforcement of Tobacco-Free Rules in Schools and Colleges

Delhi Lieutenant Governor (LG) VK Saxena has issued a directive to ensure stringent enforcement of tobacco-free guidelines in educational institutions across the city. Following the recent State-Level Narco Coordination Centre (NCORD) meeting, the LG emphasized the urgent need to combat drug abuse and tobacco use among students.

Saxena instructed the Chief Secretary to implement measures under the Cigarettes and Other Tobacco Products Act (COTPA), 2003. This includes appointing nodal officers in every institution to oversee compliance. The names and contact details of these officers will be prominently displayed within the premises.

The initiative is aimed at creating a healthier and safer environment for students. Educational institutions are now required to display anti-tobacco signage in visible areas, designate staff or student representatives as tobacco monitors, and maintain a 100-yard tobacco-free zone around their campuses.

The LG also highlighted the need to strengthen counselling and support systems for students and parents, given concerns raised by law enforcement about the increasing prevalence of substance abuse in schools and colleges. As part of the initiative, institutions are encouraged to organize awareness campaigns, cessation programs, and regular guidance sessions.

Heads of institutions have been authorized to impose fines for violations, such as the sale of tobacco products within the restricted zone. This move aligns with the National Health Mission's objective to discourage harmful habits and promote well-being in educational spaces.
