The resolution, put forward by Jordan, also stresses unhindered humanitarian access to Gaza but excludes explicit reference to Hamas. Canada proposed an amendment condemning 'Hamas' terrorist attacks, gaining support from India and 87 other nations, yet falling short of the required two-thirds majority.

India
refrains from voting on a UN resolution urging an immediate humanitarian truce
in the Israel-Hamas conflict. The resolution, put forward by Jordan, also
stresses unhindered humanitarian access to Gaza but excludes explicit reference
to Hamas. Canada proposed an amendment condemning 'Hamas' terrorist attacks,
gaining support from India and 87 other nations, yet falling short of the
required two-thirds majority.
The
Jordan-drafted resolution, titled 'Protection of civilians and upholding legal and humanitarian obligations,' secures approval with 120 nations in favor, 14
against, and 45 abstentions. Notably, India, along with Australia, Canada,
Germany, Japan, Ukraine, and the UK, refrains from voting.
US
envoy Linda Thomas-Greenfield decries the omission of crucial terms. She
highlights that both 'Hamas' and 'hostage' are conspicuously absent from the
resolution, labeling it as outrageous. Thomas-Greenfield underlines the
resolution's failure to acknowledge the victims of the October 7th terrorist
attacks perpetrated by Hamas.
She emphasizes, "This resolution makes no mention of the innocent people – including citizens of many of you in this room – many of you here today who have citizens who are being held hostage by Hamas and other terrorist groups." She concludes by asserting that these omissions indirectly support and embolden Hamas' brutal actions, urging member states to reject such an outcome.

The
resolution categorizes Israel as "the occupying Power." It calls for
the rescinding of Israel's directive for Palestinian civilians, UN personnel,
and humanitarian workers to vacate areas in the northern Gaza Strip, relocating
to the south. This development underscores the complex geopolitical dynamics
surrounding the ongoing conflict.
In summary, India's decision to abstain from the UN resolution reflects the nuanced approach taken by nations in addressing the Israel-Hamas conflict. The resolution's omissions and amendments underscore the challenges in achieving international consensus on this critical issue.
