Quad Issues Strongest Language Yet on China, Expresses Concerns About Ukraine

The Quad, in its Wilmington Declaration, used its strongest language yet regarding China's actions in the Indo-Pacific, expressing serious concern over the militarization and coercive tactics in disputed waters. The group also reiterated its commitment to peace in Ukraine and called for a ceasefire in Gaza, advocating for a two-state solution. The declaration reflects the Quad's shared concerns about global security while maintaining a focus on international law.
The Quad has released its most direct statement yet on China's activities in the Indo-Pacific. In the Wilmington Declaration, issued after a meeting between U.S. President Joe Biden, Australian Prime Minister Anthony Albanese, Japanese Prime Minister Fumio Kishida, and Indian Prime Minister Narendra Modi, the group expressed serious concerns over the "militarisation" of disputed areas and "coercive and intimidating maneuvers" in the South China Sea. While China wasn’t named directly, the message is seen as a clear critique of Beijing's actions in the region.
This is the most pointed statement from the Quad regarding China’s activities, contrasting with the more measured tone in previous declarations like the Hiroshima statement from May 2023. The leaders also emphasized their support for international laws such as the United Nations Convention on the Law of the Sea (UNCLOS), which China has repeatedly rejected. The 2016 Arbitral Award in favor of the Philippines, which China ignored, was called a “significant milestone” for peacefully resolving disputes.
The Quad’s declaration also addressed the war in Ukraine, reiterating the importance of sovereignty and territorial integrity. The leaders expressed their concern over the humanitarian crisis, condemned the threat or use of nuclear weapons, and called for a comprehensive and lasting peace.

Regarding the Gaza conflict, the declaration condemned the October 7 terror attacks but also highlighted the unacceptable civilian casualties and humanitarian crisis. The Quad urged for the release of hostages and called for an immediate ceasefire. It also emphasized the need for a two-state solution to achieve long-term peace between Israel and Palestine.
